This time-series dataset tracks restrictions to indoor in-person gatherings for worship during the COVID-19 pandemic from March 1, 2020, to July 1, 2021.The data were compiled from publicly available information provided by state government websites and documents. To collect this data, researchers reviewed the executive orders issued by governors from all 50 states and the mayor's office of Washington, D.C. over the relevant time period. In cases where the executive order delegated authority to another agency or department, such as the health department, researchers reviewed the relevant orders, guidance or press releases of those agencies or departments. In some cases where ambiguities about the exact limits of an order remained or needed confirmation, researchers reviewed press releases, presentations, court filings or new stories. The data were internally reviewed for consistency of interpretation of those orders and guidance.
The data does not track restrictions or limits on outdoor worship.
In cases where states implemented restrictions in the form of 'tiers' that included numeric caps or percent limits, the effective start and end date in the dataset pertains to the most restrictive potential tier when that system was in effect, whether or not any jurisdictions within that state were in those tiers.
